Jal Jeevan Mission in Chhattisgarh: Dhamtari Ranks First, CAG Audit Flags Implementation Gaps
Introduction
The Jal Jeevan Mission (JJM) is one of the major Government of India initiatives aimed at providing Functional Household Tap Connections (FHTCs) to rural households and ensuring access to safe and adequate drinking water.
Chhattisgarh has recently witnessed two important developments related to the mission. Dhamtari district has reported a significant achievement under the “Har Ghar Jal” campaign, ranking first in Chhattisgarh, with around 530 of its 622 villages achieving Har Ghar Jal status. At the same time, a CAG Performance Audit of Jal Jeevan Mission in Chhattisgarh, covering the period ending March 2024, identified important shortcomings in planning, financial management, execution, water-quality monitoring and long-term water security.

Dhamtari’s achievement
Dhamtari district has reported that:
- It ranks first in Chhattisgarh under the Har Ghar Jal campaign.
- Out of 622 villages, around 530 villages have achieved Har Ghar Jal status.
- More than 85% of villages have household tap-water availability.
- Four Multi-Village Water Supply Schemes are being constructed.
- These four schemes will benefit 219 villages.
CAG Audit
A separate CAG Performance Audit Report on Jal Jeevan Mission in Chhattisgarh, for the period ending March 2024, was tabled in the Chhattisgarh Legislative Assembly in July 2026.
The audit highlighted deficiencies in:
- Planning
- Fund mobilisation and management
- Execution of schemes
- Har Ghar Jal certification
- Water-quality monitoring
- Community participation
- Long-term water-source sustainability
What is the Jal Jeevan Mission?
- The Jal Jeevan Mission (JJM) was launched on 15 August 2019 by the Government of India to improve access to safe and reliable drinking water in rural areas.
- The scheme seeks to provide Functional Household Tap Connections (FHTCs) to rural households, with the objective of supplying around 55 litres of water per person per day. Initially targeted for completion by 2024, the mission has subsequently been extended up to 2028.
- JJM is a Centrally Sponsored Scheme administered by the Ministry of Jal Shakti.
Key Objectives
Mnemonic: TAP
T – Tap Water for Rural Homes: Ensure that every rural household has a Functional Household Tap Connection (FHTC) for regular access to drinking water.
A – Areas Requiring Special Attention: Give priority to water-quality affected, drought-prone and desert areas, along with villages covered under the Sansad Adarsh Gram Yojana (SAGY).
P – Public Institutions: Extend piped water supply to essential community institutions such as schools, Anganwadi centres, Gram Panchayats and other public buildings.
Chhattisgarh at the Launch of JJM
According to the CAG audit:
- At the launch of JJM, only 3.20 lakh rural households, or around 6%, had FHTCs in Chhattisgarh.
- By March 2024, the state reported 38.97 lakh FHTCs.
- This represented 78% of rural households, according to the audited figures.
- Expenditure reported under the mission was ₹11,034.26 crore.

Dhamtari’s Achievement Under Har Ghar Jal
Dhamtari has emerged as a leading district in Chhattisgarh in household tap-water coverage.
Of the district’s 622 villages, approximately 530 villages have achieved Har Ghar Jal availability.
This means that more than 85% of villages have access to drinking water through household tap connections.
The district administration is also working towards covering the remaining villages.

CAG Audit: Major Findings
While Dhamtari has reported significant progress, the CAG audit covering the period ending March 2024 identified several state-level implementation gaps.
Slow Completion of Schemes
According to the audit:
- 29,153 Single Village Schemes and 70 Multi-Village Schemes had been sanctioned.
- Only 172 Single Village Schemes had been completed by March 2024.
- Only 32 schemes had been handed over to Gram Panchayats or community institutions for operation and maintenance.
This highlights the difference between sanctioning infrastructure and actually completing and operationalising it.
Government Response and Way Forward
The experience of Dhamtari and the CAG findings indicate several priorities for improving JJM implementation.
1. Strengthen Source Sustainability
Water sources should be assessed for long-term availability, particularly in groundwater-stressed areas.
2. Improve Quality Monitoring
Laboratory capacity and accreditation should be strengthened.
3. Complete Pending Schemes
Greater attention is required to move from sanctioned projects to completed and functional infrastructure.
4. Strengthen Panchayat Participation
Gram Panchayats and community institutions should have greater involvement in operation and maintenance.
5. Improve Bottom-Up Planning
Village-level water requirements should form the foundation of district and state-level plans.
6. Focus on Functionality
The success of JJM should be measured not merely by the number of taps installed but by regularity, adequacy, quality and sustainability of water supply.
