1. Bastar Development and Naxalism

A major focus of the address was the government’s vision of a Naxal-free Bastar accompanied by development and improved public services.

  • Niyad Nellanar 2.0 and Bastar Munne Abhiyan cover 31 schemes and 14 community facilities, benefiting more than 39 lakh people.
  • 36 new schools have been approved in Bastar.
  • Education Cities are planned at Orchha and Jagargunda.
  • Under the Mukhyamantri Swasth Bastar Abhiyan, health profiling of more than 34 lakh people has been undertaken.

2. Agriculture and Farmers

  • Paddy procurement/support was highlighted at ₹3,100 per quintal, with procurement up to 21 quintals per acre.
  • Under the Krishak Unnati Yojana, farmers shifting from paddy cultivation towards pulses, oilseeds, maize and millets can receive ₹15,000 input assistance.
  • 2,028 PACS have been computerised.
  • Of these, 1,988 PACS are also functioning as Common Service Centres (CSCs).
  • Administrative approval of ₹3,047 crore has been given for the Sikasar-Kodar Canal Linking Project.
  • More than ₹11,000 crore has been approved for expansion of irrigation facilities.
  • The Matanar and Deurgaon Barrages involve an investment of around ₹2,000 crore and are expected to create irrigation potential over 32,000 hectares.

3. Tribal Welfare and Development

Tribal development received significant attention, particularly through connectivity and basic-service initiatives.

  • Under PM-JANMAN, basic facilities have been extended to more than 56,000 Particularly Vulnerable Tribal Group (PVTG) families.
  • The Dharti Aaba Tribal Village Utkarsh Abhiyan covers 6,691 tribal-majority villages.
  • 93 long-pending roads have been completed in tribal areas under PMGSY.
  • Around 1,788 km of roads have been completed under PM-JANMAN, stated as the highest in the country.

5. Youth Employment and Skill Development

Employment generation and recruitment were important components of the Independence Day address.

  • 7,000 youth have been recruited into the police.
  • Recruitment has begun for 3,946 teacher and assistant teacher posts.
  • 1,235 posts are being filled in power companies.
  • A CG Assistance for Competitive Exam Scheme has been announced to support preparation for examinations such as NEET, JEE, CLAT, Railway, SSC, Banking, PSC and UPSC.
  • Agniveers will receive 10% reservation in direct recruitment for Police Constable, Forest Guard and Jail Guard posts.

6. Education, Healthcare and Artificial Intelligence

Five new medical colleges are planned at:

Chhattisgarh State AI Mission

The state has announced a ₹500 crore Chhattisgarh State AI Mission.

Its proposed components include:

  • 100 AI Data Labs
  • 5 Centres of Excellence
  • 50+ AI-based public services
  • AI training for 6 lakh students
  • AI training for 1.5 lakh government employees

Healthcare

  • Ayushman-related free treatment coverage is stated to reach around 91% of the state’s population.
  • Institutional deliveries have increased to 96.2%.

7. Industry and Investment

Chhattisgarh’s investment strategy was another major theme.

  • Investment proposals worth ₹8.23 lakh crore have been received through Investor Connect.
  • These proposals are expected to generate around 1.74 lakh jobs.
  • 23 new industrial areas are planned.
  • The first garment unit at Nava Raipur, by Swift Textiles, is expected to create more than 4,600 jobs.
  • India’s first AI SEZ is being developed in Chhattisgarh.
  • The proposed State Capital Region will comprise Raipur–Nava Raipur–Durg-Bhilai.

8. Energy and Digital Infrastructure

Energy investment and connectivity were also highlighted.

  • More than ₹3.5 lakh crore in investment proposals were received during the Energy Summit.
  • More than 90,000 consumers are benefiting from the PM Surya Ghar Muft Bijli Yojana.
  • 829 mobile towers have been installed over the last 2.5 years.
  • Under BharatNet 3.0, 5,659 Gram Panchayats are to receive high-speed internet connectivity.
  • The CG Vayu Yojana aims to expand air connectivity through major airports.

9. Governance and Digital Public Services

The government highlighted technology-driven public service delivery.

  • CM Helpline 1076: More than 80,000 complaints resolved.
  • Seva Setu Portal: More than 700 government services available online.
  • 7,524 Gram Panchayats have Atal Panchayat Digital Suvidha Kendras.
  • 9 new cyber police stations have been established.
  • Dial 112 has been implemented across the state.

10. Environment and Tourism

Environmental conservation and tourism development were also included in the address.

  • More than 7 crore saplings have been planted under the Ek Ped Maa Ke Naam campaign.
  • The Mukhyamantri Tourism Mission places particular emphasis on Bastar and Surguja.
  • Chitrakote is being developed with the objective of making it a global tourist destination.
  • Sirpur is proposed to be developed according to World Heritage Site standards.

  • A public holiday has been announced on Sant Guru Ravidas Jayanti.
